She brings deep expertise in designing and managing large-scale assessments, audits, and strategy efforts that drive performance, strengthen internal controls, and reduce risk.

At Censeo, Baylee leads high-impact projects for federal agencies including the Environmental Protection Agency (EPA) and the Federal Communications Commission (FCC). Her portfolio includes developing enterprise-wide maturity model assessments aligned with the Evidence Act, conducting payment and compliance audits of the multi-billion-dollar Affordable Connectivity Program, and designing antifraud strategies to protect public funds. Baylee’s work is grounded in stakeholder engagement, data analytics, and evidence-based decision-making to help agencies improve program outcomes and operational integrity.

Baylee holds a Master of Public Administration from the University of North Carolina at Chapel Hill and dual bachelor’s degrees in Nonprofit Management and Political Science from Slippery Rock University of Pennsylvania.
