Acquisition leaders deal with pressure from all sides. Their customers want their contracts awarded with little regard for acquisition regulations. Vendors are happy to protest for any reason (or no reason at all). And agency leadership want acquisition to both reduce their headcount and negotiate better contracts. When these outsized expectations are not met, acquisition leaders shoulder the blame.
OMB memo M-17-22, “Comprehensive Plan for Reforming the Federal Government and Reducing the Federal Civilian Workforce,” will only add to Acquisition leaders’ challenges. The strategy behind the memo is clear— to increase efficiency in government by cutting costs and re-aligning programs. Acquisition will need to build agile contracts in response to the changes driven by M-17-22, even as their workforce is among the targets of government downsizing.
To prepare, Acquisition leaders need data to understand the strengths and weaknesses of their organizations, and need to have specific ideas on how to improve performance which they can present to their agency’s M-17-22 implementation teams. The first step is to quickly and objectively analyze the performance for your organization and identify its capabilities and key risks.
Censeo has helped agencies across the government implement M-17-22, assess performance, and improve the performance of acquisition offices.
