Agencies struggle to secure buy in from top leadership, primarily due to a lack of understanding on the value of strategic sourcing. Highly decentralized purchasing functions and lack of alignment by spend categories make it difficult to develop and execute a shared sourcing vision and strategy. Challenge #3: Poorly understood value proposition. Education is needed to correct misperceptions about strategic sourcing as being simply another term for purchasing consolidation and to highlight the many potential benefits of implementing strategic sourcing programs. Challenge #4: Workforce skill deficiencies. The existing workforce has primarily been trained to manage to the Federal Acquisition Regulations (FAR) and focus on tactical activities – not to manage procurement based on understanding of business drivers and supply market capabilities. Challenge #5: Lack of data for strategic decision making.
